The "clean book bill" is something that was passed in the 1970s, when the anti-porn movement was at its peak. The bill required that all books that contained any sexual content be printed in black and white. This meant that many books that were otherwise very artistic (like the works of James Joyce) had to be made unreadable because of this ridiculous legislation. Not only did it cost publishers a lot of money to print these otherwise beautiful books, but it also resulted in lowered sales, which meant less profit for publishers.
This lowered profit forced many publishers to stop printing books altogether or go out of business altogether. The impact of this law was so great that the government actually passed another bill in 1978 to repeal it.
